Union Agriculture Minister Narendra Singh Tomar introduced the Farm Laws Repeal Bill, 2021, in which the government seeks to repeal three laws which were passed by Parliament in September 2020, namely the Farmers; Produce Trade and Commerce Bill 2020; the Framers; Agreement of price Assurance and Farm Services Bill, 2021; and the Essential Commodities (Amendment) Bill, 2020. This repealing of three farm laws were passed within minutes of its introduction without any discussion.
The opposition went on to the House well, demanding a debate on the bill and waving banners and slogans. Speaker Om Birla responded that a discussion would take place only if the court's decorum was maintained.
”You want a debate, I am ready to allow debate when there is order in the House. But if you come to the well, how can there will be a debate,” said the Speaker. The opposition paid a deaf ear to the Speaker and continued with their protest. Due to which the Speaker took a voice note and declared the bill passed.
The repeal of these three laws has been one of the main demands of around 40 farmer unions who have been protesting these reforms at various Delhi border points for nearly a year.
These laws, which were suspended by a Supreme Court order in January of this year, sparked widespread protests at Delhi's borders by thousands of farmers, primarily from Punjab, Haryana, and western Uttar Pradesh.
Now that the bill is repealed farmers have the freedom to sell their produce outside the mandis and cultivators have the right to enter into a contract with agri-business firms, processors, wholesalers, exporters, or large retailers for the sale of future farming produce at a pre-agreed price.
