The Glasgow Climate Pact, which came out of the COP26 climate meeting, called for a "phase down" of coal, essentially urging countries to move away from contaminating energy. Countries have agreed to 'phase down' rather than 'phase out' coal production.
India and China pushed for a last-minute tweak in the pact's fossil fuel terminology, changing it from a "phase out" to a "phase down" of coal. Dissenting countries eventually succumbed after preliminary misgivings.
