A complaint has been filed with the Kerala Advocate General's office, criticizing a Senior Government Pleader of the Kerala High Court's 'blatant disparaging' utterances made against the recently deposed Chief of Defense Staff, General Bipin Rawat. The petitioner is a social worker and BJYM official who claims the government advocate accused the Late General of indulging in acts that were "against the ideals of the Constitution and morals.
He went on to say that such utterances are harmful to the public interest and national integration, and that they are illegal under Indian Penal Code Section 153B.
The petitioner also claims that such statements were made with the intent of causing discord between Kashmiris and the rest of the country. She was also accused of having a nefarious aim to sow discord and communal strife among the country's population.
"The unscrupulous and heinous allegations will tarnish the reputation and morale of the entire armed forces of the country"
The plea further stated that government employees are legally obligated to maintain political neutrality and impartiality, which prohibits them from saying or doing anything that could give the public the appearance that they are openly aligned with one political party.
According to the petitioner, the respondent has violated not only Sections 153B and 166 of the IPC, but also the Kerala Government Service Rules, 1960, by issuing such a declaration.
