The petitioner, Noor Hasan had prayed in his petition that he had to be permitted to work as Gram Pradhan and his financial and administrative were ceased and need to be restored.
He challenged the order passed by district level officer, who ceased his administrative and financial powers under section 95(1)(g) of UP Panchayat Raj Act, 1947.
The petitioner filed the petition four times seeking relief on the same issue.
The court said that he had to submit 3 lakhs as extraordinary costs. This amount has to be submitted within a month failing which the high court registry should recover the same as arrears of land.
The petitioner while appearing before the court explained that he was not well-qualified and had passed only 5th class and due to lack of knowledge he had once again filed the present writ petition.
The court dismissed the petition by asking him to pay extraordinary costs of ₹3,00,000.
